A convicted paedophile and rapist has been jailed again after breaching his sex offender register restrictions.

Alfred Brown, 42, of Corporation Road, Newport, was imprisoned for 10 years in June 2014 after a jury convicted him of rape and sexual activity with a child under 16.

Prosecutor Alice Sykes said the latest offence occurred after his release, when he failed to notify police of an address in Monmouthshire where he stayed over 12 hours with a young girl residing, on July 15.

Brown admitted the breach.

His barrister, Zoe Laugharne, said:

“His best mitigation is his early guilty plea.”

She added her client was capable of community rehabilitation, noting: “He feels he’s had little support in integrating back into society.

“The defendant is suitable for 1-1 rehabilitation.

“He is supported by his partner and he has stable accommodation.”

Miss Laugharne also cited Brown's adverse childhood experiences in the care system and his drug misuse problem.

Recorder of Cardiff Judge Tracey Lloyd-Clarke told Brown he had failed to take responsibility, even blaming police, and said:

“You don’t recognise the risk you pose to a child.”

She noted this was not his first breach and his compliance had been “poor.”

Brown, formerly of Blaenavon, was sentenced to 12 months in prison, to serve half in custody before release on licence, and must pay a statutory victim surcharge.
